Consequently upon a petition
addressed to Mr. President by a non governmental organization (NGO) the
“Vanguard for the Actualization of the Traffic Wardens Autonomy”, the HMPA on September
16th, 2012 directed that a committee be constituted to consider the
issues raised in the petition find proffer appropriate recommendation.

TERMS OF REFERENCE
The committee was mandated:
1. To resolve the long lingering issues of discriminations stagnation/embargo
on promotion, nonpayment of entitled allowance etc of Traffic Wardens Servings
under the Nigeria Police Force.
In carrying out the assignment by
the committee, series of meetings where held and lots of deliberated issues
arises, such as :

Position of the Nigeria police force (at Annexure III).

Nigeria police Force circular Ref No.
1351/A Dept/FHQ/ABJ/Vol. 4/9 of 21st June 2010 on the regularization of the Status
of Traffic Wardens in the Nigeria Police Force and the judgment of the Court of
Appeal, Kaduna of 18th May, 2010.

Attempt made in 2006 to tackle the grievance of the Traffic
Wardens by a Ministerial Commission comprising the Ministry of Police Affairs,
Police Service Commission and the NPF, but al the effort was abortive.

The Vanguard for the Actualization of Traffic Wardens
Autonomy therefore demanded for a presidential intervention to terminate
their affiliation with the NPF, reposition the TRAFFIC WARDENS and restore its
dignity in line with its statutory functions. Such as:-
TRAFFIC WARDENS GRADE III
TRAFFIC WARDENS GRADE II
TRAFFIC WARDENS GRADE I
SENIOR
TRAFFIC WARDENS.

The committee also noted that the cruse of the petition by
the VANCTRAWACT defended on the judgment of Court of Apeal, Kaduna in 2000.
In view of
the above observation, the committee of Eight (8)Men therefore recommends that
decree 21 of 1978 and sections 59 of the police Act which established the
TRAFFIC WARDEN SERVICE should be reviewed in order to remove the entire
identified impediments instituting against their career progression and welfare
in the service.
If the above
suggestion is accepted, then the following three (3) option are hereby
proposed:
1.
That the TRAFFIC WARDEN SERVICES should be granted
autonomy as declared in the judgment of the Court of Appeal, Kaduna, on Monday 18th
May, 2000.
2.
That TRAFFIC WARDEN SERVICES requires a clear-cut
career structure (Organogram) to enable them rise to their peak; that the TRAFFIC
WARDEN SERVICES be given the opportunity to rise through regular promotion
like their Police Colleagues; and
3.
That the TRAFFIC WARDEN SERVICES be allowed to attend training and promotion
courses alongside with their NPF counterparts.
In
conclusion, we express our profound gratitude to the Honurable Ministry for the
opportunity given to us to undertake this very important National Assignment.

This was based on the meticulous report and petition of the Human-Right NGO
that succinctly exposed the unspeakable atrocities, social injustice, terrible
human-rights abuse and apartheid regime that exists in the Police House of
bondage, as meted out to Traffic Warden………………………………………..
Finally unemployment is a social monster and the bane of Nigeria nation. The formal
de-merge of the Traffic Warden Service from Nigeria Police will create over
300,000 tremendous job opportunities for Nigerian youths. It would also curb
restiveness and minimize insecurity, crime and other social vices in the
society. Idle hands are Devils Workshop. The Federal Government has to consider
critically the fundamental imperatives and the magnitude of creating jobs for
the unemployed as promised. The Government do not have to listen to the
baseless argument of the IGP or the selfish, myopic and shallow thinking of the
Police. The Police have no love of this country at the back of their minds,
than what goes into their private pockets.
