Fayemi signs N79bn budget
Akwa Ibom State House of Assembly Tuesday passed the state’s 2013 Appropriation Bill of N470.1 billion into law.
Similarly, Governor Kayode Fayemi of Ekiti State yesterday signed the N79 billion Appropriation Bill into law.
However, a breakdown of the Akwa Ibom State budget showed that N118,
790, 166,710 is earmarked for recurrent expenditures whileN351,
285,000,000 is voted for capital projects.
While passing the bill, the Speaker, Hon. Samuel Ikon, charged the
executive to continue to exercise fiscal discipline in the
implementation of the budget, stating that the budget, tagged “Budget of
Consolidation”, took effect from January 1.
He said the Assembly would do its best to leverage development in the state through the making of good laws.
The Akwa Ibom Governor, Godswill Akpabio, had on November 20, 2012 presented a budget outlay of N459,305 billion made up of N188,790 billion for recurrent expenditure and N340,515 billion for capital projects and programmes to the Assembly.
The budget represents a recurrent-capital ratio of 1:3.
Presenting the report to the Assembly, the Chairman, Akwa Ibom State House of assembly Committee on Appropriation and Finance, Hon. Onofiok Luke, said: “The performance of some ministries in 2012 budget was fantastic and this made the Committee to realise government priorities.”

Meanwhile, Fayemi, while speaking during the ceremony at Jibowu Hall,
Government House, Ado-Ekiti, pledged to establish a new Ministry of
Rural Development and Economic Empowerment to combat poverty at the
grassroots level.
The budget estimate tagged ‘Budget of Consolidation and Empowerment’,
has N49 billion as Capital and N48 billion as recurrent expenditures.
Besides, the governor also signed nine other bills into law, which
include Ekiti State Peace Corps Law 2012, Law to prohibit Smoking in
public places 2012, Ekiti State Lotteries Law 2012, Ekiti State House of
Assembly Commission Loans Board Law 2012.
Others include: Law to provide pensions for former governors and deputy governors of Ekiti State and other auxiliary matters.
Also signed into law are, Ekiti State Board of Internal Revenue Law
2013, A bill to Amend Local Government Service Commission Law 2012 and a
bill to Amend Local Government Administration Law and others.
Speaking earlier, the Speaker of the state House of Assembly, Hon
Adewale Omirin, said with the governor’s assent to the 10 bills, the
Assembly had passed 22 bills into laws this year, describing this as a
laudable feat in any legislative arm.
Speaking further, Fayemi said the main focus of 2013 Budget was to consolidate on the prosecution of all the ongoing projects and empowerment of people in 2013 to enhance tangible, concrete and evidence-based development in Ekiti.

Omirin promised that the House would monitor the implementation of the budget to ensure that there is no derailment.
