In a letter to Football365.co.za Dr Errol Sweeney lamented the state of refereeing in South Africa.
The Premier Soccer league has been plagued by mediocre officiating throughout the season.
The standard of refereeing was brought into the spotlight a fortnight ago when referee Abdul Ebrahim sent off the wrong player in the Telkom Knockout semi-final.
Incidents such as this have become standard fare in the league - which has alienated fans and detracted from an enthralling season.

Sweeney, the former referees chief in South Africa, believes there is much work to do to improve the standard of officiating in the country.
He said: "I read one of your reports that soccer refereeing in South Africa is in crisis again. I remember my time in charge of the referees when I worked at the PSL under CEO Trevor Phillips. I would humbly suggest that more needs to be done to improve the standard and bring SA refereeing up to a level that would be the envy of AFRICA and the World."
Sweeney also singled out some of the better referees, but revealed he cannot understand why refs are unable to operate competently.
"During my time at the PSL I had the good fortune to work with some excellent young prospects (Jerome Damon, Enoch Molefe etc., who have gone on to represent themselves and their country on the World Stage).
"I have no doubt that there are many more prospects out there but for some reason are not doing the job expected of them. It's sad to read these reports about soccer refereeing," he added.
