The defender, who has been likened to World Cup-winning captain Fabio
Cannavaro, is tipped for a bright future but has struggled for action this
season.
Both Arsenal
and Napoli are big fans of the 21-year-old and the pair had been linked with
January bids for the Italian.
However, according to Tuttosport, Juventus will only allow Rugani to leave
the club on a temporary deal.
Given the youngster's potential, the Italian champions are against a
permanent switch as they look to prepare for the future.
The ball is now in Arsenal and Napoli's court, with the duo having to decide
whether to make a loan offer in January.
