Des van Rooyen’s year — a 2,582% rise in expenditure on ‘consumables’

THE Department of Co-operative Governance and Traditional Affairs‚ under the leadership of Des van Rooyen as minister‚ reflected multimillion-rand irregular expenditure — including a bizarre 2‚582% increase in expenditure on consumables‚ says DA MP Kevin Mileham.


The department’s audit opinion deteriorated from an unqualified opinion in the 2014-15 financial year‚ to a qualified audit opinion in the latest financial year.


"Since assuming the office of minister in December 2015‚ subsequent to being hired and fired as finance minister over a weekend‚ Minister van Rooyen has presided over an increasingly mismanaged department‚" Mileham said.
He said the department had become increasingly dysfunctional and "is failing to set the example for local governments with regard to cost containment and responsible spending".
The department’s irregular expenditure increased by 184%‚ from R155.4m in 2014-15 to R442.5m in 2015-16.

Its total expenditure increased by almost 15%‚ from just over R59bn in 2014-15 to just over R68bn in 2015-16:
• Employee compensation and salaries and wages both went up by 10% and 9% respectively;
• Goods and services increased by 45%‚ an increase of R763.6m;
• Spending on contractors rose 43%‚ an increase of R544.5m;
• Agency and support/outsourced services shot up 1,123%‚ an increase of R6.8m; and
• Spending on consumable supplies rocketed 2,582%, from R4.6m in 2014-15 to R122m in 2015-16.
